A refugee is someone who  has fled their own country because of a well-founded fear of persecution  for reasons of political opinion, race, religion, nationality or  membership in a particular social group.

An immigrant is someone who leaves one country to settle permanently in another. Reasons to immigrate  include but are not limited to joining loved ones who live in the USA,  education, employment/economics and persecution.
